General overview:

This position will report to the European Payroll Manager with dotted line reporting to the site HR Manager. As part of this team, the payroll supervisor will manage a team of four payroll specialists responsible for the administration of payroll for approximately 2000+ employees in our growing Bulgaria locations. This includes ensuring timely and accurate payroll processing, compliance with legislation, liaison with a global payroll team, site managers, finance and other HR team members.

Position Purpose

Responsible for management of all processes and sub processes that involve Payroll administration and inputs for three locations in Bulgaria (Sofia, Plovdiv, and Botevgrad), including maintenance and control of policies and procedures.

Ensure high service quality and consistent, high operational performance for Bulgaria while meeting all payroll deadlines. Responsible for managing the payroll team supporting. Includes periodic travel between three difference locations in Bulgaria

Major Tasks:

Payroll Process Coordination

  • Coordinate Payroll input process across all Bulgaria locations in a timely manner, including elaborating activities schedules/ calendars, defining responsibilities, following process execution and intervening if needed to ensure payroll service quality (audit process on data input).

  • Define procedures for internal control of several process and routines of the area, ensuring its enforcement and fulfillment according to defined corporate policies for payroll.

  • Stay up to date with legislation changes (labor, social security, taxes), following the flow of analysis, approval and implementation of these changes, involving the legal and tax department, global HR leaders, in order to guarantee that processes are aligned to the current law.

  • Guarantee compliance with internal procedures, processes and legal requirements.

  • Comply with internal and external audits, and other regulatory institutions, providing clarifications and supporting documents if required.

  • Manage the third-party payroll vendor to ensure service levels agreements are achieved

Payroll Process Optimization & Performance Measurement

  • Identify opportunities for process improvement and standardization in order to simplify routines and service delivery, reducing costs, complexity, and minimizing country differences whenever possible.

  • Project manage time and attendance system implementation ensuring coordination between payroll vendors, business leads, and other key stakeholders

Team Management

  • Manage a team of payroll specialists, including employee selection, induction, performance management, development and retention

  • Flexibility to travel between the three sites as needed

Functions/ Essential requirements

  • Must ensure through internal controls and audit procedures, the fulfillment of time and quality of several process that involves payroll, including internal and legal procedures, along with HR teams and Third Party Payroll vendors

Qualifications :

  • Degree in Human Resources, Business, Economics or Finance

  • People management experience minimum 2 years.

  • Experience in payroll minimum 5 years

  • Experience processing payroll for manufacturing company with direct and indirect employee population

  • Strong understanding of Bulgarian legislation (labor, social security, taxes)

  • Excel expert including high level proficiency with VLOOKUP, Pivot Tables, Charts and other advanced formulas

  • Experience with process improvement and maintaining standard operating procedures (SOPs)

  • Demonstrated attention to detail, analytical thinker, self-starter, takes initiative, and problem solving skills

  • Ability to communicate professionally and effectively with senior leaders, vendors and colleagues in different countries and cultures

  • Able to work under pressure and deal with ambiguity

  • Strong leadership and people management skills

Strong written and verbal communication skills in English
